Ok, first of make an new image, 500x70, & fill with black, reset your colors, select the gradient tool & set it to diffrenece then set it to diamand gradient. Go wild making small & large dimands untill you get something like this, dont worry if its not, yours should be a little different.

Next use the glass filter.

Now use the Ink Outlines filter. You should have something smiliar to mine.

Now bring up the Hue/Saturation Box and set the colors you want, and remember to have the colorize box checked.
